Terminal Server: Windows cannot access the specified device, path, or file
If you use Windows Terminal Server and you cannot run any applications from your mapped network drives then do the following:
Solution 1
On the Windows 2003 server, go to add/remove windows components, then uninstall the Internet Explorer Enhanced Security component.
Solution 2 (worked for me)
Put the server name in the Trusted Sites zone of IE.
i.e.
\\servername (where your mapped drive is pointing to)
Now all of the .exe's work with no problem...
Citrix Problems
If you use Citrix then you might want to have a look at the following article?

By design you cannot install apps from a networked drive. Try coping them local first or change the registry setting in the citrix article.

3. To grant users execute permission on mapped drives, set
ExecuteFromMappedDrive to 1.

Right-click on the file, go to Properties, an interesting message at the bottom: you copied this from another computer, and that may be dangerous - a button called "Unblock" is there. Clicking Unblock will let you install/run executables without any problems.
